The pipeline and seismic wasn't going to be done until 2H 2011 anyway, well after the BAPE. I posted about the pipeline with articles...Gaz Metro said it wouldn't start until late 2011 anyway, and seismic (which I don't even know for what) is a quick thing...it doesn't take much to shoot it.

In my opinion, this was another message to the Quebec government to get things moving and the importance of shale gas. Why would anyone in an NR mention that now money is delayed for farmers and jobs can't be created. That alone showed me this was mainly to show how important this legislation and royalties are.

I got this message today from Jason from QEC when I asked about the BAPE and the recent agencies talking about how fracing is safe etc.

The last line speaks volumes...government is firmly behind this, and that regulations will be strict yes, but in a way that companies will still be able to move with ease through getting permits and having a place set up that isn't so restrictive that companies get upset or it's just too much of a hassle. He also told me again what we know, BAPE's job isn't to tell the government if they should proceed, but come up with a way on how to proceed. Royalties and incentives to drillers will also play a factor...Mr Manzoni even said, a strong fiscal regime will open up Quebec for development (and this is after he said that the utica isn't quite proven to commerciality lol). It's funny because they know what they have, but they are holding the course and keeping their mouth shut.

I think we all know that Talisman is a company that drills all wells to highest standards as they have said, and that any regulations to come forth, ie. New York, won't matter because they abide to highest drilling practices everywhere. They will drill the 2 wells, then move accordingly to what the 5 wells to date have said.
