Provincial elections can happen any time between now and the fall of 2013 at the latest . The term usualy last 4 years ,by custom , the last election were done in the fall of 2008 .

But by law the term can't exceed 5 years . The government decide when the elections will happen unless they are overturned by a vote of confidence at the national assemly in wich case , the government can be forced to declare elections by the opposition parties .

So this government can wait it out another 2 years and a half .
