The BAPE only has power to advise the government . It has no legislative power , so the govt. has the final word and will decide how to use the BAPE report in order to legislate on the manner that specific industry will work .

If it choses to the govt. can totaly ignore the BAPE report altough that would be seen as bad governance at a time where the liberals are victims of bad press .

Imo shale gas will go on and QEC among others will grow to become a major part of a very lucrative nat gas industry in this province . The energy future of this province is in the balance and most people here understand that , not only is it a matter of long term energy survival but it is also a matter of energy exports to the most promising market in north america , i mean the north eastern states of the US .

For Quebec this will mean a major return on investment for many years to come . We're a resource oriented economy and we are well aware of that , we are also along with Ontario a major exporter of electricity to the US and we understand how lucrative energy export is .

I can't see no reasons why we'd kill such a prospect , many people here have talked about the fiscal situation we are facing in the future , how our social system costs will increase exponentialy over the next 15-20 years and people here are very attached to those benefits and understand the need to pay for those .

Shale gas will thrive .
