Spring break-up is when couples break up after a long winter of cabin fever. Just kidding......

It refers to the time when frozen lakes and rivers lose their ice - the ice breaks up. Re drilling it is actually not a great time as most rig crews prefer the winter when the ground is frozen and their equipment doesn't bog down in the mud so much. However that is the case in Alberta and BC where I am more familiar with their conditions. I don't know so much about Quebec and their preferences re seasons.
