I wonder if the bio energy is anerobic digestion or straight up combustion to generate electricity to power the plasma torches...South America would have an abundance of biomass...maybe this is the end goal and natural gas is the cross over fuel while the end goal is being sorted out...just my thoughts 

Most electricity generated from biomass is produced by direct combustion. Biomass is burned in a boiler to produce high-pressure steam. This steam flows over a series of turbine blades, causing them to rotate. The rotation of the turbine drives a generator, producing electricity.
