I'm not trying to answer for peter but it seems to me that if they get behind the fence and find that the torches could potentially save the customer millions more than they originally thought, making them that much more valuable, then they would lose out on those extra revenues by giving them 4,5 or 10 torches at the discounted price that they agreed to for 1.
