You can't "count" on the pops - if you could, everyone would do it, and there would be no pops.

I read Tibber and Portee etc., and concur. This one will take a while i.e. a long time. That is the nature of it.

I think it's pretty clear that KXL wants to plant its feet firmly in the camp of being taken seriously, rather than being the preserve of stock flippers (which is what you had in mind, somewhat at least). ONT was an example of a company that yanked its stock all over the place (they washed and dried their investors very badly), and it took them a good while to get at least a bit of credibility back. These guys are serious about making this work, vs. just pumping the stock for a few quickies. That means you can't count on pops. And you haven't lost your cash - stocks move around, that's how it is. Otherwise get a GIC. Good luck!
