An official feasibility study is needed primarily for bank financing. Private financing, or financing by collaborating with a major, does not necessarily require KXL to jump through all the hoops of producing a 43-101. I think most of the majors could look at the results so far and get a pretty good idea of whether it's economic to start work towards production. That's especially true if they have access to all the internal data, as indicated by the fact that a number of parties have non-disclosure agreements with KXL.
