There is always a powerful group of members that control the direction of any organization, especially stock Exchanges. It's not the Exchange so much, it's certain members telling it how it will be operated.

The Exchanges in the US are self regulating based on an outline of rules and regulations that has been submitted to the SEC which has not disapproved them.

If you feel something is wrong with the way Exchanges operate, I would suggest your contacting your representatives in government and voicing your concerns. I have mentioned here and on other forum pages that Jim Piplava's broadcasts at http://www.financialsense.com have reported on naked short selling, the group's tactics and it being, "The Crime Of The Century."

I have put my two cents in already in the US with the SEC, my representative in Congress and my representative in the Senate.

Doing nothing condones the crime.
