Naked Shorters and The Rich People That Also get Hurt

Wouldn't the wealthy people that are being injured by the naked shorters have an interest in stopping the activity of naked shorting? For example, if someone was naked shorting Kodiak, couldn't Mr. Richardson track down the people who are doing it and tell them to f@!# off. He, and people of his status, must have contacts within the industry as well as the regulatory bodies (whatever that means) to ensure that this illegal activity is minimized on, not only stocks that he owns. It just seams to me that not only the average joe is being hurt by this activity. I'm sure there are some very wealthy people with very large bets on these stocks. I'm not sure why they don't get together and put an end to this activity. Or is this all new and people aren't sure how to deal with it?? I don't know. I hope this question isn't overly ingnorant and OT.
