Any one that buys and sells stocks for other people have that power of atourney..

If you have a mutual fund ,who ever manages that for you has your power of atourney to manage that account for you.

 And thats why untrustworthy agents can steal old peoples money and disapear..happens all the time..power of atourney also allows the broker to withdraw money from that account.

I know because I do it all the time on our familys accounts..

But I'm still here and so is the money....but.....but....hhhhhhmmmmmmmm....
