His decision seems perfectly reasonable to me.
You put in some bids - at 2.36, at 2.34, whatever you think is reasonable, and either they get filled or they don't.
If a person got onto "but why not pay 2 cents more" to 2.36, then someone else could come along and say "but why not pay 2.38?", and then someone else could say 2.40, at infinitum. Zeno's paradox, of a sort.
It's true that 2 cents makes no difference overall. But in every auction I set a price limit and I stick to it. It's wise.
Maybe tomorrow he will put bids in at 2.33 and 2.37, and one or the other will get filled. Nothing unreasonable about it.
