Volume is a good indicator that few people are willing to sell at current prices, but current prices don't accurately reflect current market sediment. Low volume the last few days indicate there are few shareholders willing to sell at current prices. Buyers on the other hand seem willing to buy during the dips. In general, the market seems more interested in a hold as news is anxiously awaited. If news supports the possibility of value being substantially higher, this dip will be just that, a dip. I too wouldn't expect a huge jump in the share price until we get some kind of confirmation at depth, but a share price of over $4.00 is definitely supported by current market sediment IMHO.
