As was pointed out earlier this week, since the untimely death of Wilf Struck, Del Steiner is very busy. So, bringing in outisde expertise to oversee the Chrome Mountain spin-off makes sense

And that company, in anticipation of the spn-off, may just want to accumulate shares (especially if they thought that PEM was a good prospect)

Just my speculation. Don't bet any money on it.
