I think SV has reached out another tentacle, to grasp another world leader to spread the dominance of the POET OI, securing it's future. He knows what will make the OI a cornerstone of development for years to come.

Now, that is much inline with what you suggest anyway, just that another tier 1 may take up a lot of negotiating time, slowing down the final release somewhat.-

The lawyers time in these agreements must be massive, all the NDA's, DA's, for a whole ecosystem that SV, essentially, has created by creating the OI.

A lot of the parts were there, but the OI will bring a lot of them together.
