If photonics products are stymied from crossing into the US from outside, it would seem that that rule would immediately favor foreign companies who would not have such tariffs between them and supercharging their data center businesses. This is basically shooting US companies in the foot.
On the other hand, since the largest US companies have plenty of overseas operations, how would this stop them from buying photonics products OUTSIDE the US border and using them there? basically the US-based consumer, whose internet and computing services will suddenly lag behind those of foreign consumers, will be the only one hurt.
