Moska: Do you think any of the do-it-yourself website builder tools (like squarespace.com) even possess the tools to make what you build capable of achieving an A on this test?

If you control the web server, it is not hard. However, if you are just renting webspace, you won't have much control. In this case I'd complain to the provider for those aspects I can't control.
