No, of course not.  Mazan is not part of the management or officer, as the NR states.  Mazan also appears to have bought way more than 7% of the offering.  

Make no mistake it was management that bought in as insiders and  not high value shareholders. 

Certain officers and directors of the Corporation have subscribed for an aggregate of 358,583 Units under the Offering for gross proceeds of approximately C$437,471 (US$322,725).
