Not really the way I see it. The micro-rings are integrated on the optical interposer waveguides. So memory capacity would be limited by the size of the chip. And what limits the size of the chip? What is the biggest wafer commercially available today? 12 inches. 

It is very doubtful that this work would be carried out if there was not an advantage over existing approaches. At any rate it is great to see such a high level of support from Singapore agencies.

When we talk about size I was blown away by the number of EMLs that are produced on a 3 inch III-V wafer at ALMAE...20,000 with a 10k yield.
