I think they give targets to appease the shareholders.

How many targets are CAI missing or hitting? Are those made public?

Pom Pom crowd is blinded by the tech and foolishly expects the price to follow. 

Debbie Downer crowd sees the abismal share price and think that reflects the tech is broken.

I can only assume POET is only concerned about getting the tech to market and making a name for themselves up there with Gates and Jobs.
