Dash, SV certainly would have an opinion on any offer but it is my belief that any offer is normally presented to the Board of Directors who then make a recommendation to the shareholders who then vote on the offer. If the BOD do not recommend an offer, then it can be presented to the shareholders directly at which point it would represent a hostile bid. (I think this is how it would go but I could be wrong, any professionals out there please chime in?)
I believe it all comes down to the shareholders which is why I believe any offer would have to be closer to $2B usd to gain shareholder support
