It doesn't just say "wait and see" though.  It says "wait-and-see would be a big mistake".  Which to me is attempting to encourage new investors to jump in, instead of waiting for news etc.  

Could be seen as a sign of extreme confidence. Or, you could chose to twist their quote for a cheap shot at management.
