I am sorry, but I don't think that this has POET inside. Indications:

The names of the project partners are given, and POET is not among them.
Project partner IHP, not POET, is the developer of the technology platform.
That platform offers monolithic integration of electronics and photonics, while the POET Optical Interposer platform is about heterogeneous integration.
