I believe the announcement timing was more about permission to name Lumentum as the supplier. As we know major suppliers in this industry have to be very aware of the impact new relationships will have on existing companies who are not (initially) going to benefit from POETs breakthrough (the competition). And let's be clear about this. It is in fact a breakthrough that will affect Lumentum's existing customers which is basically the whole industry. The obvious result is that companies will need to get on board to be part of this technical advancement.
