Being on the NASDAQ might be an advantage.  But I do think in terms of technology, POET is ahead developmentally. Below is a link to their most recent presentation.  It seems they are only at the stage of demonstrating the tech and haven't got any design wins.  Slide 24 gives some idea of the stage they're at.  PDK's still not with customers.
