I don't think you are interpreting this correctly. The company will advise of very small windows where insider options can be exercised and shares sold. This is a known fact.

So when a window is confirmed, there may be several individuals that want to take that opportunity. Then those individuals will all have to make their move in that small window, that is why it appears to be in concert, which it is, but that is a factor of the process.
