Not sure about this. Cisco also has a couple of projects around photonics - mentioned a few weeks ago. Furthermore I found an address in allentown belonging to Cisco. So maybe they are just looking for guys working on their projects.

Just wanna make sure its not for their own needs.. you know.. just before everyone is freaking out here. As always IMO
