OTCX and VALX in US Level II

Who are these guys? They both move their asks in lock-step by .01 cent (.0001) and they seemingly shift shares back and forth between the bid and ask (seemingly) without any changes to sales volume. They both sit atop the bid and ask rosters all while doing so.

Can anyone provide an insight as to what they are doing and why?
