In terms of the Tier 1. POET has the capability to mix and match components and on the electronics side to use off the shelf. So in the current environment where companies are playing catch up  to  supply there needs one would expect the decision on what components and suppliers the Tier 1 will  use may be a bit  of  a moving target. When we talk of POET being a platform technology there would be multiple combinations to choose from as opposed to a single design where the choice is “here it is take or leave it”. So in some ways the POET platform and the choices it offers are great but could result in a moving target in a photonics world where choices have been typically limited to what works.
