Sorry but I think this is a bit of a reach. The consortium already pushed the final payment to the end of May many months ago. And they new the OI was going to be completed around the first of the year, which it was. 

Poet stated many times they are enganged with many prospective companies. I don't buy the Covid excuse but I do think this delay is originating on the buyer side. Whatever the reason. We should have or be hearing a resolution to that very soon. I am growing a bit impatient myself and the longer it takes the more skeptical I become.
