Quite a bit of volume today, can that be the result of my northern brothers buying more for their TFSA?  If so, how the heck is the stock down?

The larger than normal volume could be as a result of disappointment due to no announcement re Tranche 2, which would make more sense, given the slight decrease in price.  

Would not put it past the Consortium to attempt to switch the amounts of Tranches 2 and 3.  It's likely about the eighth element and the progress with respect thereto.
