Dash, I look at similar facts as you cite, but with a different perspetive.  The release of good news which we've enjoyed from time to time over the last couple of years was not accompanied by anything more than perhaps a temporary price surge, and not presaged by an increase in volume or price.  Maybe that's because although the news was known to few others (as I believe), it was not of a nature that would sustain a higher market cap for Poet.  I think we can agree that we've had no news recently that moved our market cap sustainably higher.

So, my guess is when something occurs that will move our market cap up significanty and sustainably, the volume and price will rise prior to the public news release.  Is the OI qualification such news?  Sure could be, or how about qualification along with an indication that a large order from a significant company has been placed?
