As I posted a while back in a reply to Maple Syrup, I thought we'd get about 20% of the money in the first tranche, so I'm fine with 30%.  That's real money. And it does not appear that the cost of carrying DL till December 31 will be a credit against the second tranche, so that is also good.

However, I cannot conclude we're getting the $8 miilion by October 31 based on the above; cannot ODI delay the approval of that application.

I disagree with FJ's opinion that this whole sale is not tied to the readiness of the OI; I think it has bee all along, but $8 million is a nice downpayment (if we couldn't get the whole thing).  That's why I want us to actually get the money, no strings attached, by October 31.  We'll see.
