I think there is a misunderstanding here. The six companies listed are "end users"

Tier 1 companies are the companies that supply completed units to these guys

Tier 2 companies (like POET) are the companies that supply components to the tier 1, who assemble the components into a units (products) that are then are sold to the "end users"

IMO, of course
