What could be playing out here is just a finalization of details within the law. There may be a few different jurisdictions to coordinate particular processeses that need to be finalized "officially" before becoming binding and signed off under the law. Regardless the AGM date is still within the timeframe range previously announced, just not the exact day that was announced.
