Because major tech companies take risks developing many new technologies and have multiple, often competing, development initiatives underway at any given time.

Why would Toshiba, NEC, Microsoft and 60ish other companies support HD DVD when it ended up in the toilet?

Is POETs OI the next HD DVD?  I hope not, but Companie(s) X paying them to prove out their tech does not necessarily mean that Company X is putting all their 400G eggs in POETs basket.
