Actually the dielectrics – the optical interposer and silicon wafer are processed at Silterra but assembly (die attach) and testing will likely end up in Singapore to complete the optical engine. If the next stop is the China based module makers that is the step that might be under scrutiny in terms of Chinese companies exporting the finished product. However the point I was trying to make is that there will be a very big internal demand for the finished product from China based module makers and system integrators. And if China exports are curtailed then it opens the door a little wider for POET to  replace that demand with US companies that could be left with a big need to  fill. In my opinion I believe that would likely have been the path that would have been taken anyways. I think that the US is a natural for POETs optical engines especially when the US tries to play catch-up with Chinese 5G rollout, autonomous cars and the like.
