My feeling exactly TWG!  Someone can correct me if I'm wrong, but this tender is basically stating that they require GaAs wafers in order to make POET devices.  Not sure if the way they described the requirement was an inadvertant disclosure of what's been going on POET related at ISRO, but it definitely seems encouraging.
