In addition (the tender):

Along with the bid, the manufacturer shall provide an evaluation of SCL’s existing fab line and a list of equipment / characterisation facilities required for complete installation and transfer of the offered technology. 

As per the SCL annual report it would appear that the 6" fab expansion along with the MOCVD requirement appears to support the above request.
