India is such a largely populated, multi-cultural, and diverse nation of extremes that they have so much to do that the list will be long for a nation that wants/needs to move forward. Hopefully, POET will fit in somewhere and accelerate up the list.

India is also bureaucratic and since this involves government, the terms 'bureaucratic' 'procedural' and 'process' apply to government (bureaucratic by nature) because of their legal obligations. So it gets done when it gets done assuming we are a bidder. I think and hope we are (because we need help in the GaAs portion of the business), but you never know.
