Perhaps the 3 month LOA from his A*STAR team to spend time at PoET should be viewed something like the role of the  quality control inspector for process. Short term, hands on, assistance to ensure that everyone (under the A*STAR colabrative umbrella) who is working on transciever applications in on the same page.
