Yes, that's indeed interesting, Hogan! Sure, the author connected some dots, but I think India's need for getting rid of any dependencies on "imported integrated circuits (ICs) for its command and control systems" is very plausible.

The author emphasizes the NSCS budget's relative increase of 311 percent. I find the absolute numbers very interesting: In US dollars, an increase from Rs 81 crore to Rs 333 crore means a jump by $38.4 million (from $12.3 million to $50.7 million).

It would be far-fetched to say this is the amount of money that India allocated solely for the technology transfer for GaAs-based devices, but financing the latter could well fit into that range. If we follow and extend the author's train of thought, I'd say these $38.4 million are an upper limit to the GaAs project, with the actual sum being well below that.
