Only the people directly on the inside can say with 100% accuracy whether they submitted a bid. But I can tell you from a past holding what COULD happen with a government contract, especially in a country that is so bullish on technology.
12 years ago, I invested in a small solar company in Denver, that had a great idea for putting solar technology straight into a thin film roofing material. (They had other products as well). I bought at .69 cents. It rose to .99 cents and I sold, thinking "what a shrewd piece of trading...yay me!".
Days after selling, the company entered into an exclusive agreement with Norway's Hydro Utility. The stock rose to $19.00 within 3 weeks. The deal never amounted to much after, and the price retreated. But Norway is much smaller than India, and tech is much broader than solar was back then even. Micro caps are funny, and Government deals bring credibility.
