Lower left section, tender search, has links to tenders currently under evaluation and awarded, will have to select appropriate portal (ie semi-conductor laboratory).  From here we can see the GaAs tender is currently under evaluation:

Presumably, this tender will move from “under evaluation” to “awarded” sometime between now and the end of October.  For this, we will not have to wait for an offical NR from POET, just the advertisement of successful bidder on the ISRO site.  One way or another we will know who the successful bidder is.
