Sula, you forgot to mention what happens when the engine does not start, or in the days of old where there was no engine. There is always another plan, in this case it would be a paddle, so at least there is something that can be done.

All in all I think we could just quote POET management (which we do often) about the status of the GaAs platform, it is "ON HOLD" or "you decide not to do it, deal with it, or change it now"
