The tender is open until 2017-08-08, and "the offer should be valid for a minimum period of 120 days from the due date of opening of the tender", i.e. 2017-08-08.

Provided these 120 days are the time frame for a decision, I'd expect the contractor to be determined until 2017-12-06.
