POET will depend on NREs only because every company needs money.

NREs will be an indicator that there has been product development but product development does not rely strictly on NREs. However, there will need to be money (not necessarily NREs though) to support thre product development. If they are not talking NREs, they are probably thinking of something else to bridge between now and then.
