Hold POET to that time frame or what?   A coordinated mutiny?   Everyone will hold until they don't want to hold.  There is nothing we can do to exert meaningful influence.  

Is there a suggestion of a group threat?  Not a good idea, not that we are remotely capable of pulling it off anyway   

2018 is the current "guidance."  That's all it is, guidance, and all it can ever be, until it is actually achieved.
