In the 2016 Global Innovation Index, Singapore emerged first in Asia for innovation and inched a spot up from seventh position to become the sixth most innovative economy in the world. The Republic also ranked first internationally for innovation input. How did Singapore, a small nation with no natural resources, grow into one of the top innovative economies of the world in the short span of two decades? Mr Lim Chuan Poh, Chairman of the Agency for Science, Technology and Research sheds light on Singapore’s RIE endeavour and its vision for the future.
Chapter 10 of the Global Innovation Index Report, ‘From Research to Innovation to Enterprise: The Case of Singapore’ written by Mr Lim details Singapore’s R&D journey from its infancy to present day, giving insight into the rationale behind the policies and showcasing how the government’s investments in research and innovation has catapulted Singapore from a skills-intensive developing nation to the thriving metropolis it is today.

In October 2015, with the completion of the state-of-the-art facilities at Fusionopolis Two, the one-north vision reached a meaningful milestone as a vibrant and dynamic hub: home to over 250 companies, 600 start-ups, 16 public research institutes, five corporate universities and institutes of higher learning comprising an internationally diverse community of 16,000 scientists, researchers, and innovators coming from both the public and private sectors.
The public R&D budget has increased from S$2 billion under the 1991 five-year National Technology Plan to S$19 billion under the recently announced RIE2020 Plan.
It is therefore heartening to note that Thomson Reuters has ranked A*STAR as one of the world’s Top 25 Global Innovators (Government) at the 9th position.
