Is it legal to have a public offering in any other way than non-confidential? In other words, have public offerings been made in a "confidential" way to new prospective buyers? It doesn't seem right that a new investor should be given information the rest of the shareholders do not have access to. If that is so, .... there ought to be a law.
It prompted me to ask google, and have found references to ipos, and the below link to an article which suggests that Confidential Public Offerings do exist. But I think they are fairly rare.
